Confirm the security deposit amount is legal

CT law caps security deposits at 2 months' rent (1 month if you are 62 or older).

Document the condition of the unit before moving in

Take timestamped photos and video of every room, wall, floor, appliance, and fixture.

Get a written move-in inspection checklist signed by the landlord

Confirm all verbal promises are in writing in the lease

If the landlord promised to fix something or include utilities, get it in the lease.

Know that landlords must pay interest on deposits held more than 1 year

Interest accrues at the savings deposit rate. Ask for an annual accounting.

Understand the return timeline: landlord has 30 days after move-out to return deposit

If they fail to return it within 30 days, you may be entitled to double the amount.

Request an itemized list of any deductions in writing

Landlords must provide a written statement of deductions. Normal wear and tear is NOT deductible.

Know your right to a habitable unit

CT law requires landlords to maintain heat (min. 65°F Oct–May), hot water, structural safety, and pest-free conditions.

Submit all repair requests in writing (email or certified letter)

Written requests create a paper trail. Keep copies of everything.

Know the landlord's repair timeline

Emergency repairs (no heat, no water): landlord must act immediately. Non-emergency: reasonable time (typically 2 weeks).

Understand rent withholding rights if landlord fails to make repairs

CT has a 'rent withholding' statute (CGS § 47a-14h). Consult an attorney before withholding rent.

Know that landlords must provide working smoke and carbon monoxide detectors

Know that landlords must give reasonable notice before entering

CT law requires reasonable notice (typically 24 hours) except in emergencies.

Understand that landlords cannot harass you or interfere with your quiet enjoyment

Know that landlords cannot change locks, remove doors, or shut off utilities to force you out

This is called 'self-help eviction' and is illegal in Connecticut.

Understand that landlords must follow the legal eviction process

A landlord cannot remove you without a court order. The process involves a Notice to Quit, then a court summons.

Know the notice periods: non-payment of rent = 3-day Notice to Quit; lease violations = 15-day notice

Know that retaliation evictions are illegal

A landlord cannot evict you for complaining about conditions or exercising your legal rights.

Take timestamped photos and video of every room on move-out day

Request a move-out inspection with the landlord present

Provide a forwarding address in writing for your security deposit return

Follow up if deposit is not returned within 30 days

Send a certified letter demanding return. If unresolved, you may file a claim in Small Claims Court.
